inflict 1 Drowning whenever Burning triggers; Drowning inflicts Burning instead of Frozen

Drowning

When the tide changes, take 1 damage for each stack of Drowning, then gain 1 Frozen.

Burning

At the end of the turn, take 1 damage per stack of Burning.

Frozen

Reduce damage dealt by 1 for each stack of Frozen. Decreases by 1 for every action played, and melts away entirely at the end of the turn.
